カマラ・ハリス新副大統領の勝利演説を英語で聞いて読む ~While I may be the first, I will not be the last~

2020年11月8日、アメリカ初の女性副大統領に選ばれたカマラ・ハリスの勝利演説(Victory Speech)のスピーチ全文、日本語訳、解説を紹介します。
前回2016年には、ビル・クリントン元大統領の妻ヒラリー・クリントンが初の女性大統領候補として選挙を戦いましたが、共和党のドナルド・トランプに敗れました。その時の敗北宣言のスピーチで “Now, I know, I know we have still not shattered that highest and hardest glass ceiling, but someday, someone will.”(今はその最も高く固いガラスの天井をまだ破っていないことはわかっていますが、でもいつか、誰かが破るでしょう)と語ったのが有名です。今回の選挙で女性として初めて、副大統領として大統領官邸に入ることになったハリス氏は、 “While I may be the first woman in this office, I won’t be the last.”(私は大統領官邸に入る初の女性かもしれませんが、最後ではないでしょう)とこの演説で述べました。ジェンダーの平等も含め、優しいけれどもはっきりとした語り口で述べられたメッセージを紹介します。

Congressman John Lewis, before his passing, wrote: “Democracy is not a state. It is an act.” And what he meant was that America’s democracy is not guaranteed. It is only as strong as our willingness to fight for it, to guard it and never take it for granted.
And protecting our democracy takes struggle. It takes sacrifice. But there is joy in it and there is progress. Because ‘We The People*1‘ have the power to build a better future.
And when our very democracy was on the ballot in this election*2, with the very soul of America at stake, and the world watching, you ushered in a new day for America.

To our campaign staff and volunteers, this extraordinary team — thank you for bringing more people than ever before into the democratic process and for making this victory possible.
To the poll workers and election officials across our country who have worked tirelessly to make sure every vote is counted — our nation owes you a debt of gratitude. You have protected the integrity of our democracy.
And to the American people who make up our beautiful country — thank you for turning out in record numbers to make your voices heard*3.

私たちの選挙陣営のスタッフの皆さん、ボランティアの皆さん、このすばらしいチームの皆さん。かつてないほど多くの人たちをこの民主的なプロセスに引き入れてくださったこと、そしてこの勝利を可能にしてくださったことに感謝します。

And I know times have been challenging, especially the last several months. The grief, sorrow, and pain. The worries and the struggles. But we’ve also witnessed your courage, your resilience, and the generosity of your spirit.
For 4 years, you marched and organized for equality and justice, for our lives, and for our planet*4. And then, you voted.
You delivered a clear message. You chose hope, unity, decency, science, and, yes, truth.

特にこの数カ月は困難な時期だったことをわかっています。嘆き、悲しみ、そして痛みがありました。不安と、奮闘がありました。しかし私たちはまた、皆さんの勇気、回復する力、そして寛容な精神も目撃しました。

  1. people は「人々」という意味の名詞ですが、the をつけて “the people” とすると「国民」という意味になります。
  2. “when our very democracy was on the ballot in this election”(今回の選挙では私たちの民主主義そのものがかかっていた)というのは、トランプ大統領が選挙活動中から「選挙で不正が行われる」という陰謀論を語り、選挙という民主主義の根幹に対する正当性が脅かされた状況を指しています。
  3. “make your voices heard” の make は「~させる」という使役動詞で、make A V(動詞の過去分詞形) で「AをBさせる」という意味です。「自らの声を(政治家に)聞かせる」という投票の意味を表現しています。
  4. 2017年~2020年の4年間のトランプ政権の期間に起こった運動を表す単語が並んでいます。2017年10月にはハリウッドから#Me Too運動が始まり、女性へのセクハラや性的暴行に対する反対運動が高まりました。そして2020年にはジョージ・フロイド事件をきっかけに黒人差別に対する反対運動が高まりました。こうした差別に対し、equality(平等)や justice(正義)を求めて人々が運動を起こしたことを表わしています。最後の for our planet(地球のために)は、地球温暖化といった環境問題を真剣に取り合わないトランプ大統領をはじめとする共和党に対し、民主党は環境問題を重視しているので、この言葉が入っています。

You chose Joe Biden as the next president of the United States of America.
Joe is a healer. A uniter. A tested and steady hand.
A person whose own experience of loss*5 gives him a sense of purpose that will help us, as a nation, reclaim our own sense of purpose. And a man with a big heart who loves with abandon. It’s his love for Jill, who will be an incredible first lady.
It’s his love for Hunter, Ashley, his grandchildren, and the entire Biden family.
And while I first knew Joe as Vice President, I really got to know him as the father who loved Beau, my dear friend, who we remember here today.

皆さんはジョー・バイデンを次期アメリカ合衆国大統領として選びました。
ジョーは、癒しの人です。結束させる人です。信頼できる、確かな手腕の人です。

When she came here from India at the age of 19, maybe she didn’t quite imagine this moment. But she believed so deeply in an America where a moment like this is possible. So, I’m thinking about her and about the generations of women — Black women.
Asian, White, Latina, and Native American women throughout our nation’s history who have paved the way*6 for this moment tonight.
Women who fought and sacrificed so much for equality, liberty, and justice for all, including the Black women, who are too often overlooked, but so often prove that they are the backbone of our democracy.

母が19歳でインドからやって来た時には、こんな瞬間をまさか想像もしなかったでしょう。しかし彼女は、こんな瞬間が実現する可能性のある場所であるアメリカを深く信じていました。ですから私は今、母のこと、そして何世代もの女性たちー黒人女性たちーのことを考えています。今夜のこの瞬間への道を切り開いてきた、この国の歴史における多くアジア系、白人、ラテン系、ネイティブアメリカンの女性たちのことを考えています。女性たちはすべての人のための平等、自由、正義のために闘い、多くを犠牲にしました。

  1. “own experience of loss”(自らの喪失の経験)とは、バイデン氏が過去に妻と娘を交通事故で亡くし、2015年には長男を病気で亡くした経験を指しています。複数のご家族を亡くすという辛い経験から立ち上がってきた人なんですね。

All the women who have worked to secure and protect the right to vote for over a century: 100 years ago with the 19th Amendment, 55 years ago with the Voting Rights Act, and now, in 2020, with a new generation of women in our country who cast their ballots and continued the fight for their fundamental right to vote and be heard.

But while I may be the first woman in this office, I will not be the last.*7

No matter who you voted for, I will strive to be the vice president that Joe was to President Obama — loyal, honest, and prepared, waking up every day thinking of you and your family. Because now is when the real work begins.

We have elected a president who represents the best in us. A leader the world will respect and our children can look up to. A commander-in-chief who will respect our troops and keep our country safe. And a president for all Americans.

  1. このハリス氏の勝利スピーチのハイライトと言っていいフレーズです。やはり初の女性副大統領という歴史に残ることなので、アメリカにおける女性の権利の道のりについても、演説内で多く言及されました。注目は “first woman vice president”(初の女性大統領)ではなく、“first woman in this office”(大統領官邸内の初の女性)と言っていることです。これが最後にはならない=これに続く人がいる、ということは、その人が副大統領ではなく、大統領かもしれない、ということを示唆しています。

  4. スピーチの序盤、バイデン氏を表す表現として使われた uniteheal という単語が再度使われています。選挙後のキーワードとなった言葉です。アメリカ大統領選は接戦になることは珍しくありませんが、対立する陣営(トランプ派と反トランプ派)がここまで激しく争うことは前代未聞でした。このような分断を極めた選挙戦を終えて、勝利した民主党は国内の融和のために、この2つのキーワードを使っています。
